12-09-1999 VC WS-MMINUTES OF THE WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, DECEMBER 9, 1999 Present: Dr. Edward M. Eissey, Mayor Joseph A. Tringali, Vice Mayor Gail H. Vastola, President Pro Tem David B. Norris, Councilman Charles R. O'Meilia, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk ROLL CALL Mayor Eissey called the meeting to order at 10:01 p.m. All members of Council were present. All members of staff were present. BOAT MOORING REGULATIONS 1N LAKE WORTH Continued discussion was held concerning a proposed amendment to Section 5-85(12) of the Village Code regulating boat mooring buoys in Lake Worth. The Council remanded this issue back to the Planning Commission, with the request for the following considerations: 1) mooring anchors, if used, are to be 100 feet (maximum) from the bulkhead; 2) mooring anchors to be on the line parallel to the bulkhead to control the swing of the boat; 3) moored vessels to always be inside the side property lines extended, and 4) no live-aboards are allowed. By consensus and with no discussion due to approaching curfew, the following items were moved forward to the next Regular Session agenda of January 13, 2000: Budget Transfer for Laser Radar Purchase -Public Safety Department Budget Transfer -Software -Fire Division PBC Recreation Grant for Batting Cages Equipment Lease Purchase - Wachovia Bank proposal Emergency telephones at NPBCC Golf Course The remaining agenda items will be brought back to the Workshop Agenda of January 13, 2000, as follows: North substation property search Conroy Drive assessment survey `''~ Amendment to Purchasing Regulations Minutes of Workshop Session Held Thursday, December 9, 1999 Code Amendment, Art.
