ROLL CALL:
The Special. Workshop was called to order at 7:00 p.m. All members of Council were present.
All members of staff were present.
SELECTION PROCESS FOR TENNIS DIRECTOR POSITION
Discussion was held with Labor Attorney Jim Cherof regarding the established selection process
for position of tennis director for the North Palm Beach Country Club.. The Village Council
agreed to continue with the process already established, and will conduct interviews of the
applicants ranked and recommended by the Country Club Advisory Board. If the Council cannot
come to agreement on one of the four ranked applicants as a result of interviews, another
selection process will be considered.
RENOVATION OF VILLAGE HALL -ARCHITECT'S CONTRACT
Discussion was held concerning a preliminary proposal from Bruno-Elias & Associates, Inc. for
professional services associated with the renovation of the Village Hall. The Village Council
reviewed the summary with Tim Hullihan, Vice President of Bruno-Elias & Associates. The
contract will be placed on the 2/8/01 Workshop agenda.
BUDGETING PROCEDURES
Discussion was held with Chuck Haas of Haas, Diaz and Co. regarding various budgeting
systems. Mr. Haas gave an overview of zero-based budgeting, performance-based budgeting,
and line-item budgeting.
Mr. Haas will bring back more detailed information on performance budgeting in the near future.
In the meantime, staff was directed to come with 2 programs from several different departments

to use as a test case for performance budgeting over a specified period of time. Additionally,
~-' staff was directed to calculate the projected revenues prior to beginning the budget process this
year.
