02-08-2001 VC WS-MMINUTES OF THE WORKSHOP SESSION ~, OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, FEBRUARY 8, 2001 Present: Joseph A. Tringali, Mayor Dr. Edward M. Eissey, Vice Mayor David B. Norris, President Pro Tem Donald G. Noel, Councilman Charles R. O'Meilia, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, CMC, Village Clerk ROLL CALL: The meeting was called to order at 9:10 p.m. All members of Council were present. All members of staff were present. ZONING CODE AMENDMENT -APPLICATION -AWNINGS Discussion was held concerning an application to amend Section 45-2 of the Zoning Code (definition of front, side and rear line of a building) to "exclude cantilevered awnings." By consensus, the Council agreed to consider a draft ordinance at the Regular Session of February 22, 2001 which would include an exception for cantilevered canvas awnings within 2 feet from the side property line. ADDITIONAL FEES -DREDGING PROJECT PHASE II Discussion was held concerning a request by the Village Engineer for additional fees in the amount of $23,000 for additional testing and permitting for Phase II of the dredging design and permitting project. Village Attorney George Baldwin was directed to provide an opinion to the Council on whether the Village is in compliance with State Statutes regarding the procurement of engineering services. This will be placed on the Regular Session agenda of February 22, 2001. ADDITIONAL FEES -LIGHTHOUSE DRIVE TRAFFIC CALMING Discussion took place concerning a request by the Village Engineer for additional funding in the amount of $6,636.95 for services rendered in preparation of the Lighthouse Driver Traffic Calming Project. This will be brought back to the next Workshop Session on February 22, 2001, pending the verification of billing associated with this project. Minutes of Workshop Session Held February 8, 2001 ,~ ADDITIONAL FEES -STRUCTURAL ANALYSIS OF LIGHTHOUSE DRIVE BRIDGE Discussion was held concerning a request by the Village Engineer for additional funding in the amount of $5,000 for services rendered in the structural analysis of the Lighthouse Drive Bridge. This was forwarded to the Regular Session of February 22, 2001 in the amount of $4,500 only for the payment to Bridge Design Associates. CONROY DRIVE WATER MAIN This item was forwarded to the Regular Session agenda of February 22, 2001. STATEWIDE MUTUAL AID AGREEMENT This item will be placed on the Regular Session agenda of February 22, 2001. FEE INCREASES FOR VARIOUS PUBLIC SERVICES CODIFIED FEES This item was forwarded to the Regular Session agenda of February 22, 2001. CONSULTANT RANKINGS -PROSPERITY FARMS ROAD BEAUTIFICATION PROJECT Discussion was held concerning approving the committee rankings of consulting firms for the preparation of concept and design drawings for the Prosperity Farms Road beautification project and directing staff to begin negotiations accordingly. This will be placed on the Regular Session agenda of February 22, 2001. FUNDING FOR REGIONAL PLANNING COUNCILS Discussion took place concerning a draft resolution supporting increased funding for regional planning councils in the state of Florida, as requested by the Treasure Coast Regional Planning Council. A resolution in Village format will be prepared for the Regular Session agenda of February 22, 2001. VILLAGE MANAGER'S REPORT AND ADJOURNMENT With no remaining time for discussion, the following items will be brought back to the next workshop on February 22, 2001: Commercial Holiday Decoration Policy Bid Award for Village Signs Amendment to Composition of Country Club Advisory Board 2 Minutes of Workshop Session Held February 8, 2001 The Village Manager announced that a representative from the Department of Transportation would be present at the next Regular Session to address the Council.regarding closing of the PGA Bridge during repairs.
