10-18-2001 VC SP WS-ML MINUTES OF THE SPECIAL WORKSHOP OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, OCTOBER 18, 2001 Present: David B. Norris, Mayor Dr. Edward M. Eissey, Vice Mayor Donald G. Noel, President Pro Tem Charles R. O'Meilia, Councilman Joseph A. Tringali, Councilman Dennis W. Kelly, Village Manager Kathleen F. Kelly, CMC, Village Clerk Absent: George W. Baldwin, Village Attorney ROLL CALL The meeting was called to order at 7:08 p.m. All members of the Council were present. All members of staff were present except Village Manager Dennis Kelly, who arrived at 7:12 p.m. Village Attorney George Baldwin. PURPOSE OF THE MEETING The purpose of the Special Workshop was to review and prioritize capital projects It was agreed by consensus that property acquisition for the north substation, as well as the Prosperity Farms Road beautification project and how far we want to go with it, must be addressed this year; other planned projects are at least 1 to 3 years away, such as Anchorage Park and Northlake Blvd. During discussion, Public Services Director Tom Hogarth was directed to get a recommendation from the Village Engineer concerning a drainage problem on Cruiser Road. RECESS The meeting recessed at 8:26 p.m. and reconvened at 8:31 p.m. Before a decision can made regarding financing for capital projects, staff was directed to bring back to Council an estimate on anticipated revenues from new developments that will be on-line for the next budget year. Also in question at this time is how other revenues might be affected as a result of the September 11th terrorist attack, i.e. sales tax, reduction in tourism, hotel and motel revenues, etc. \..i Minutes of Special Workshop Held Thursday, October 18, 2001 Also discussed was the possibility of a new post office in North Palm Beach, and the Village ~- Manager was directed to prepare a letter to the appropriate legislators with a request in this regard. Tim Hullihan was present to discuss the sample boards for color, carpet and the for the Village Hall renovation project. Mr. Hullihan introduced Rick Prescott and Rick Durr of the firm Gladding-Jackson Urban Planners, who reviewed with the Council what they have gleaned from a prior workshop with staff regarding a redesign of the parking area between, and north of, the Village Hall and Village Library. Under consideration is the concept of a "Village Center". Various concepts were discussed with the Village Council, including the potential for retail establishments bordering a Village Center. Also discussed was the possibility of purchasing adjoining properties by the Village for purposes of expanding Village facilities/Village Center. Further meetings will be held in this regard.
