03-01-2000 VC SP WS-MMINUTES OF THE SPECIAL WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MARCH 1, 2000 Present: Dr. Edward M. Eissey, Mayor Joseph A. Tringali, Vice Mayor Gail H. Vastola, President Pro Tem Councilman David Norris Councilman Charles O'Meilia Dennis W. Kelly, Village Manager Kathleen F. Kelly , CMC, Village Clerk ROLL CALL Mayor Eissey called the meeting to order at 7:00 p.m. All members of Council were present. All members of staff were present, except Village Attorney George Baldwin. GOALS AND OBJECTIVES The Council, having previously met at workshop to determine goals and objectives, completed objectives for each goal. The Council reviewed the revised copy of goals and objectives which had been finalized at the last meeting, and reiterated that under Goal No. 1, the review and update of zoning and building codes was to be deleted. Also deleted under Goal No. 2 was the review of membership structure for the Country Club and the goals which directly involve the use of the restaurant. Review of management structure of the Country Club was also deleted. Under new discussion, the Council revised the list of objectives for the following goals: ENHANCE THE SPIRIT AND PARTICIPATION OF OUR COMMUNITY • Enhance Village resident participation in programs • Establish a community event committee to promote citizen participation A. 50th Anniversary celebration • Investigate "bulk rate" cable TV programming Village-wide • Consider Charter Review • • ~ ~ • Establish future annexation committee (ad hoc) • Establish teen center/programs • Better communication with businesses IMPROVE THE OVERALL APPEARANCE OF THE VILLAGE Continue high standards for appearance of community overall Strengthen and enhance code enforcement Strengthen code regarding maintenance of properties Enhance Village entrance features and signs Establish a Village Appearance Committee Review and update commercial landscape ordinance • Maintain high quality roads, with accelerated improvements of medians • Improve maintenance, appearance and landscaping of Village properties • Support Eastward Ho! concept and development Minutes of Special Workshop Held Thursday, March 1, 2000 `~ IMPROVE THE OPERATION AND EFFECTIVENESS OF VILLAGE DEPARTMENTS • Study athletic activities for fairness and equality and organization • Improve and provide more consistency in recreation programs (YAA, GSA) • Enhance Public Safety operations and consider recommendations organization study (Matarese Report) • Improve communication with the public • Review organizational structure and cost effectiveness • Plan north county communities communication and dispatching system • Continue and improve interdepartmental communications Having completed its goals and objectives, the meeting adjourned at 8:15 p.m. athleen F.
