Kelly, Village Manag RE: Village Council Budget Workshop of July 20, 2000 The Village of NORTH PALM BEACH 501 U.S. Highway #I North Palm Beach, Florida 33408 The Village Council met in workshop session on Thursday, July 20, 2000, at 7:00 p.m. to review the proposed and revised Country Club Budget for FY 2000-2001 and began their review with the rates and fees schedule for budget year 2001 proposed. All Council members were present except Councilman Don Noel; staff present were: Village Manager Dennis Kelly, Finance Director Shaukat Khan, Assistant Village Manager Doug Smith, Country Club Administrator Ron Albert, Golf Pro John Scott, Pool Manager Dick Cavanah, Tennis Pro Buddy Goeltz and Golf Course Maintenance Superintendent John Morsut. Also in attendance were the Country Club Advisory Board members as follows: Jim Bender, Bob Below, Chairman Paul Lambrakis, Joe O'Hagen and Sandy Fink. Also in attendance was restaurant vendor Mr. Eddie D'Ambra. The Council entered into budget workshop discussions starting with rates and fees and made changes per the attached workshop changes sheet. There being no further business to come before the Council, they stood adjourned at 10:00 p.m.; they will start with the General Fund on Monday, July 24, 2000 in workshop session starting at 7:00 p.m. The Council will pickup with the Community Planning Budget and proceed to General Services (Village Hall), Recreation, Special Events, Library, Village Clerk, Village Council, Village Attorney, Village Manager and Finance. They will pick up with their continued review of the Country Club Budget on Monday, July 31, 2000. On Tuesday, July 25, 2000 they will review the Debt Service Reserve Revenues and Pay for Performance distribution. On Wednesday, July 26, 2000 the Council will meet to complete the General Fund and set the millage rate for FY 2000-2001. All resident and nonresident memberships are to be increased by 5% and rounded off to the next whole number to include the 6% tax as part of the whole number with the exception of the Junior Membership in both resident and nonresident (those membership dues are to remain the same). b. Green fees Council agreed to staffs recommendation on green fees as submitted in the attached Rate Fee Schedule. c. Council approved the staff recommendation listed under Cart Rental by increasing various amounts as shown in the attached Rate Fee Schedule. d. Charity cards are increased from $22.00 to $23.00 and Summer Special, including lunch, is increased from $25.00 to $26.00. e. Driving Range -Cost for buckets of balls. The Council approved creating a "warm up" special bucket in the amount of $2.00 and increase the small bucket from $3.00 to $4.00 and increase the medium bucket from $5.00 to $6.00 and kept the large bucket the same at $7.00. The Golf Pro is to determine the number of balls to go into each bucket for the price. Pool Changes -Council approved changing the hourly rate for a life guard during contract with a private party from $9.00 per hour to $11.00 per hour. 4 Tennis -Increase all memberships except Juniors by 5% rounded to the nearest whole number to include the 6% sales tax. 5 Council requested the Country Club Advisory Board to review and make a recommendation back to them regarding additional tees on the golf course. 6 Village Manager presented a detailed presentation on the recommended personnel changes and discussion ensued regarding personnel changes in the Golf Shop/Carts/Driving Range Divisions of the Golf Course Budget. 7 Personnel -Council provided Village Manager with authorization to split positions provided weekly hours are not exceeded and job code numbers will be coded with A, B, C, D, etc. depending on the number of people filling that specific job code.
