09-26-2000 VC SP WS-MMINUTES OF THE SPECIAL WORKSHOP OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD TUESDAY, SEPTEMBER 26, 2000 Present: Absent: ROLL CALL Joseph A. Tringali, Mayor Dr. Edward Eissey, Vice Mayor David B. Norris, President Pro Tem Donald G. Noel, Councilman Charles R. O'Meilia, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk Mayor Tringali called the meeting to order at 7:00 p.m. All members of Council were present. Village Clerk Kathleen Kelly was absent due to illness. Village Attorney George Baldwin was not present. The purpose of the Special Workshop was to discuss the future of the Herb Watt Building. Architect Rudy Arsenicos summarized his written account entitled The Herb Watt Recreation Building Report -September 2000, and displayed current photos of the facility. Mr. Arsenicos detailed the problems inherent in the 35 year old building, which include non-compliance with current building, energy, fire, and accessibility codes, and estimated a cost of $25,000 to $35,000 to renovate the facility. Mr. Arsenicos assessed the price to remove the building and shuffleboard courts, and restore the site at $10,000. As an alternative, Mr. Arsenicos suggested that the building could be moved from its present location to Anchorage Park for the combined cost of restoration and removal. Mr. Arsenicos recommended removal of the Herb Watt building. The Council also discussed other options including renovating the building for historical society use and replacing the shuffleboard courts with a greenspace and veteran's memorial, moving the building to Anchorage Park and erecting a new structure on the Village Hall site to be funded by grants and private donations, or considering the purchase of adjacent property to the north and hiring a planner to study the Village Hall complex and formulate a long range plan. By consensus, the Council agreed to forward the following items to the next Regular Session on 10/12/00 for consideration: determine whether to allow the building to remain in use or to close it until a final decision is reached; obtain an estimate on the cost of moving the building; authorize an asbestos study; direct staff to investigate the procedure for implementing a planning study.
