09-28-2000 VC WS-M`~... MINUTES OF THE WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, SEPTEMBER 28, 2000 Present: Joseph A. Tringali, Mayor Dr. Edward M. Eissey, Vice Mayor David B. Norris, President Pro Tem Donald G. Noel, Councilman Charles R. O'Meilia, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, CMC, Village Clerk ROLL CALL: The meeting was called to order at 10:45 p.m. All members of the Council were present. All members of staff were present. COUNCIL COMMENTS Councilman Noel reported that he had seen the planters at the Country Club, and thought they were two low. The Council asked that staff put this on the next Regular Session agenda to discuss whether these planters should be returned.. DREDGING CONTRACT -SUB-AQUEOUS SERVICES The Council had a short discussion concerning the contract with Sub-Aqueous Services, Ft. Lauderdale, Florida, for Phase 1 of the dredging project. This will return to the next workshop for continued discussion. INDEPENDENT CONTRACTOR AGREEMENT -VILLAGE PRINT SHOP Discussion took place concerning a contract with William Bell for Fiscal Year 2000-2001 for printing of Village Newsletter and other miscellaneous print jobs for Village Departments. Council requested that the contracted work time be stated in hours. This was forwarded to the Regular Agenda of October 12, 2000. NPBCC RESTAURANT -DEFERRAL OF RESTAURANT MINIMUM Discussion was held concerning written request by Edward P. D'Ambra for deferral of the $10/month minimum restaurant charge for FY 2000-2001. An amendment to his lease with the Minutes of Regular Session Held Thursday, September 28, 2000 Village deleting the $10 minimum charge will be prepared for the Regular Session agenda of October 12, 2000. PROPOSALS FOR AUDITING SERVICES FOR UTILITIES Without discussion, the Council forwarded the proposal of Harris, Cotherman, O'Keefe & Associates for auditing services of Florida Power & Light to the Regular Session agenda of October 12, 2000. PALM BEACH COUNTY RECREATION ASSISTANCE PROGRAM TRI-PARTY AGREEMENT During discussion of the Palm Beach County Recreation Assistance Program funding for the North Palm Beach Elementary School ballfield improvements and tri-party funding agreement, Village Attorney George Baldwin recommended that on Page 3, ¶5, North Palm Beach be deleted as a responsible party for all costs of operation and maintenance of the Project. This Agreement was forwarded to the Regular Session agenda of October 12, 2000. ADJOURNMENT Items 4.c. and 4.g. will be discussed at the next Workshop on October 12, 2000.
