Mayor Aubrey called the meeting to order at 8:29 p.m. All members of Council were present.
All members of staffwere present.
COMPREHENSIVE PLAN AMENDMENT 11-2 -CAPITAL IMPROVEMENTS ELEMENT
Discussion was held concerning Amendment 11-2 to update the Five-Year Schedule of
Improvements set forth in the Capital Improvements Element of the Village Comprehensive Plan.
Mr. Knight explained the primary purpose of the annual update is to assess whether the Village
is providing infrastructure services at the desired levels and to identify and program capital
improvements that implement the goals, objectives, and policies of the Comprehensive Plan.
Mr. Knight reported that on 5/10/11, the Planning Commission, sitting as the Local Planning
Agency, held a public hearing and voted unanimously to recommend approval of the amendment
as submitted. Additionally, Mr. Rubin explained the legislation generally streamlined
procedures by providing for expedited review and a shortened appeal period.
Mr. Rubin reported that, due to recently enacted growth management legislation, the Village is
not required to send the amendment to the Department of Community Affairs for review prior to
second reading.
Discussion ensued regarding capital improvements. Mr. Rubin explained the amendment does
not obligate the Village for any capital improvement projects except those necessary to meet the
current level of service. Mr. Rubin advised that presently, the Village has only capital projects to
improve the general welfare, and is not committed to funding in the next year.

• VETERANS MEMORIAL PARK
Mr. Knight presented conceptual plans for the proposed Village Veterans Memorial Park. As
discussed during FY 2011 budget workshop sessions, the park would be built on the vacant
parcel of land adjacent to the Village Library.
Mr. Knight noted that the conceptual plan was designed by Landscape Architect Dee Rennebaum
in conjunction with Simmons and White Engineering, both of whom volunteered their services.
Mr. Knight reviewed the proposed plan, which provides for a display of flags from all branches
the United States Armed Services, a central display of the American Flag, trellised seating areas,
stage, and space for public events.
Mr. Knight requested that Council provide input on the design and authorize staff to proceed to
the next phase by obtaining a construction cost estimate.
Discussion ensued on the design concept, prospects for grant funding, and monies available from
the Domani project, which would be appropriate for this project, as the funds are restricted for
recreational uses.
Council consensus was to move forward with obtaining a construction cost estimate.
