ROLL CALL
Mayor Eissey called the meeting to order at 5:30 p.m. All members of the Council were
present. All members of staff were present except Village Attorney George Baldwin.
PURPOSE OF THE MEETING
The purpose of the Special Workshop was to discuss the 2001-2002 Country Club Budget.
The Council discussed the findings of auditors Haas, Diaz & Company as stated on Page 105 of
the Comprehensive Financial Report, which shows a deteriorating financial condition for the
Country Club operation. Village Manager Dennis Kelly reported that most of the problems are
due to the inclusion of the debt created by the recent renovation of the clubhouse. He further
reported that capital outlay has been put on hold, and no equipment will be purchased until the
fourth quarter, and only if the financial status has improved. Maintenance items will have
priority, but only that equipment which is considered a necessity will be made. Further,
advertising packages for summer play are due to go out shortly.
Discussion took place regarding the financial accountability loop, which should 'insure that
every person who plays, pays. There was agreement that reconciliation of the start sheets to the
pink slips should be conducted in the Administrative office. Measures will be taken to tighten
the accounting procedures. Improvements to the accounting procedures are currently being
reviewed.
The Council directed staff to have an analysis done of the health insurance plan breaking out the
Country Club from the General Fund to see what the impact is, as well as to buy the stop loss
down to $25,000 or $15,000.

Staff was also directed to see why the course usage report doesn't reconcile, and whether 9-holes
should be counted as half a round. Council further suggested that the Court Usage Reports
-- include data indicating when the course is closed due to rain. Accurate accounting of rounds has
to be conducted, including the proper recording of rain checks. Staff was also asked to check the
Course Usage report to see if greens fees and cart rentals are being counted twice instead of
being counted as one activity.
Village Manager Dennis Kelly stated that policy changes that will enhance the revenue stream
will be brought to the Council during budget workshops this summer.
Salary comparisons with other public courses were discussed, with handouts indicating that
North Palm Beach wages for golf course employees are higher than all other public courses. It
was agreed that this disparity is partly a result of long-time employees who are close to
retirement.
The Council agreed to look at these issues again by mid-July.
