Mayor Eissey called the meeting to order at 7:00 p.m. All members of the Council were present. All
members of staff were present except Village Attorney George Baldwin.
PURPOSE OF THE MEETING
The purpose of the special workshop was to discuss the revised report of HR Management Partners,
Inc. (HRMP), a classification, compensation and benefits study for the Village of North Palm Beach.
Review of the revised report was conducted by Lorri Barefoot, Project Manager for the study. Ms.
Barefoot gave an overview of scenarios run at the 50th, 75th, and 60th percentiles, pointing out that the
scenarios did not include fringe benefits.
After discussion, the Council directed that a report be prepared for the 50th and 60th percentiles
including fringe benefits. Further, Council directed that longevity scenarios be run also for those
employees who have gone beyond the mid-point of their range.
New positions for the upcoming budget year are being incorporated into the report. Council directed
that fixed costs, such as worker's compensation, FICA, etc. be itemized.
Ms. Barefoot recommended that the Village communicate to its employees what their benefits really
are, including fringes, because often the employee doesn't recognize the extent of the benefits and the
associated costs, such as uniforms, shoes, clothes, etc.
Finance Director Shaukat Khan was directed to get bids on HMO coverage and a POS option. Also
requested was a projection of employee participation in AFLAC, which would be no cost to the
Village.
Ms. Barefoot was asked to provide a list of all benefits that are provided by the Village currently, as
opposed to what we need.

- Also addressed was the pension plan as a benefit plan instead of a contribution plan. Ms. Barefoot
reported that there is a shift with employers toward defined contribLrtion plans instead of defined
benefit because it lowers the risk for the employer. One way of accomplishing this is to close the
current plan to future employees.
With no filrther business to come before the Council, the meeting adjourned at 8 p.m.
