ROLL CALL
Mayor Norris called the meeting to order at 7:00 p.m. All members of Council were present. All
members of staff were present except Village Attorney George Baldwin.
Present on behalf of the Country Club Advisory Board were: Joseph O'Hagan, Chairman; Jerry
Pierman, Vice Chairman; Jim Bender, Secretary; Sandy Finck, Member; Greg Karambelas, Member;
and Bill Swanson, Member. Member Bob Below was absent.
The purpose of the Special Workshop was to discuss with the Country Club Advisory Board the
proposed renovation of the golf course.
John Morsut, Golf Course Superintendent, provided a Power Point presentation of the history of the
North Palm Beach County Club, as well as a photographic view of current problems with the greens.
Mr. Morsut recommended that the course be completely restored to the original design of Seth Raynor,
which would necessitate downtime of 6-8 months, with a loss of revenue of 900,000. The best
guesstimate for irrigation alone is $900,000, and $2 million to $3.5 million for total restoration back to
Raynor design.
Discussion was held regarding prior budgeted items for a water study and funding for a golf course
architect. Both budgeted items were not expended or encumbered. Discussion also included the
possibility of some of the renovation work being done in-house.
Village Manager Dennis Redmond told the Council that the total cost of golf course renovation cannot
be absorbed by the General Fund, as discussed by the Country Club Advisory Board, but recommended
that the Village Council consider placing the pool under the General Fund.

The required funding cannot be considered until a decision is made on whether to do a total renovation
- back to the original design, or whether to do a partial renovation. Additionally, it was brought to the
attention of the Village Council that Jack Nicklaus has offered to take a look at the course and make
suggestions.
The Board was directed to continue their discussion on this matter and to recommend to the Council
what style is preferred. The Council authorized a water study and the hiring of a golf course architect to
do a conceptual plan and cost estimate based upon that recommended style. Village Manager Dennis
Redmond was directed to find out if the previously approved monies ($15,000) is available, and if not,
can this money be re-appropriated. After the conceptual plan is done and a cost estimate is given, the
Council will then discuss how and if the renovation can be funded.
