05-13-2004 VC WS-MMINUTES OF THE WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MAY 13, 2004 Present: Donald G. Noel, Mayor Dr. Edward M. Eissey, Vice Mayor Charles R. O'Meilia, President Pro Tem David B. Norris, Councilman Robert F. Rennebaum, Councilman Dennis D. Redmond, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, CMC, Village Clerk ROLL CALL Mayor Noel called the meeting to order at 9:19 p.m. All members of Council were present. All members of staff were present. COUNCIL COMMENTS Mayor Noel requested that Grau & Company be invited to the next meeting to provide a status report on the internal audit. Councilman Norris will contact Mr. Grau in this regard. A brief discussion took place concerning maintenance of the tennis courts. Village Manager Dennis Redmond will assess the condition of the courts and will report back to the Council at a future agenda. It was agreed by consensus that all items placed on the Workshop Agenda in the future will have backup included, even if it is just a memo of explanation. Items with no backup will automatically be removed from the agenda. GRANT APPLICATION FOR BUS SHEL Continued discussion was held concerning an Interlocal Agreement with Palm Beach County for bus shelters. Village Manager Dennis Redmond distributed photographs of a bus shelter that is used on Military Trail in Palm Beach Gardens and proposed that the Council consider placing one of that design on Prosperity Farms Road in response to the County's asking permission to place one on Prosperity Farms Road within Village limits. The Council indicated its preference for the new design, and asked that it be located in front of Public Services. If the Council votes to sign the Interlocal Agreement for shelters on U. S. 1, it would prefer the new design there, in front of the North Palm Beach Country Club. Mr. Redmond will check on the feasibility of doing the new design for both locations. The Council further requested information on maintenance costs. JOINT FUNDING PROPOSAL -PROFESSIONAL REVIEW OF ADELPHIA RATE FILINGS _ Discussion was held concerning a proposal by the Town of Palm Beach for 13 cities to jointly fund a review of Adelphia Cable Company rate filings. Village Manager Dennis Redmond will consult with Ila Feld of Liebowitz & Associates for advice in this matter. This will return to Workshop on May 27, 2004. Minutes of-lE~er'3ession Held Thursday, May 13, 2004 POSITION CHANGE -GOLF COURSE TECHNICIAN I. Discussion was held concerning changing two Greens Maintenance Technician I positions from full- time to part-time status at the North Palm Beach County Club. This was forwarded to the Regular Session agenda of May 27, 2004. SKATEBOARD PARK This item was dropped from the agenda. GENERAL EMPLOYEES PENSION PLAN -AMENDMENT This item was dropped from the agenda. FIBERGLASS IN-GROUND POOLS The Council discussed amending the Village Code to allow in-ground fiberglass pools in the Village. Mark Katonik, the petitioner for the code change, was asked to bring further information from the manufacturers to the Village Council, including flotation calculations by an engineer, based on an elevated water table. It was further noted that if these pools were going to be allowed, there would have to be hydrostatic engineering tests on the water table. This will be brought back to the next workshop of May 27, 2004. CONIlVIUNITIES FOR A LIFETIME Discussion was held concerning establishing a committee to assess the needs of the elderly in the community. Staff was directed to advertise resources for the elderly in the Village Newsletter and to talk with other cities regarding what is done in other communities. No further action was taken at this time. ECONOMIC REDEVELOPMENT Discussion took place concerning economic redevelopment in the Village. Village Manager Dennis Redmond will get a report on grants available for the purpose of economic redevelopment for the next workshop on May 27, 2004.
