05-27-2004 VC WS-MMINUTES OF THE WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MAY 27, 2004 Present: Donald G. Noel, Mayor Dr. Edward M. Eissey, Vice Mayor Charles R. O'Meilia, President Pro Tem David B. Robert F. Dennis D George Kathleen ROLL CALL Norris, Councilman Rennebaum, Councilman .Redmond, Village Manager W. Baldwin, Village Attorney F. Kelly, CMC, Village Clerk Mayor Noel called the meeting to order at 9:40 p.m. All members of Council were present. All members of staff were present. COUNCIL COMMENTS Village Manager Dennis Redmond was asked to make sure that grass is being replaced in the area north of the driving range, as well as the palm trees that have died. Flowers beneath the palm trees are all gone also, without having been replaced. The sprinkler system needs to be checked. There are areas that are not reached by the sprinklers, and something should be done to correct that. Finance Director was asked to provide the calculated fund balance on the month reports. Additionally, staff was directed to find out why Florida Power & Light has not put the additional light in the parking lot. GRANT APPLICATION FOR BUS SHELTERS Village Manager Dennis Redmond stated that the deadline for the grant application is 6/15/04. The agreement is for 2 shelters. Mr. Redmond called the Department of Transportation, as well as Palm Tran, to ask if the Village can combine the project to have one shelter in the current fiscal year, and then put one on U. S. 1 adjacent to the Country Club property in the coming fiscal year. Both parties said that if the Village decides not to put up a shelter, it doesn't have to do so, but once a shelter is built, the Village will have to maintain it for 10 years. Mr. Redmond, based on comments by the DOT and Palm Tran that we go ahead and sign the contract, recommended that the Council sign the contract along with a motion that it is contingent upon building a shelter according to the specifications on the table (as installed on Military Trail in Palm Beach Gardens and ask the DOT to amend the contract by taking away 2 shelters and creating one shelter. This will be placed on the Regular Session of June 10, 2004. Minutes of Workshop Session Held Thursday, May 27, 2004 JOINT FUNDING PROPOSAL -PROFESSIONAL REVIEW OF ADELPHIA RATE FILINGS Continued discussion was held concerning a proposal by the Town of Palm Beach for 13 cities to jointly fund a review of Adelphia Cable Company rate filings. Village Manager Dennis Redmond reported on his conversation with Ila Feld of Liebowitz & Associates, who recommended against joining with Palm Beach at this time. The consensus of Council was not to join, but to look toward gathering information on wireless communications for the future. This will be placed on the Action Log. FIBERGLASS IN-GROUND POOLS Discussion took place concerning amending the Village Code of Ordinances to permit in-ground fiberglass pools in the Village. Building Official Bill Denison told the Council that if the Code is to be changed to allow fiberglass pools, it would be advisable to change not only the part of the Code which specifies only concrete pools, but we should write another ordinance which requires some engineering efforts as well. Uplift and the engineering should be addressed during the submittal process. A draft ordinance will be brought back to a workshop agenda. ECONOMIC REDEVELOPMENT Discussion was held concerning economic redevelopment in the Village. Village Manager Dennis Redmond asked that this item be continued to another workshop. He reported that there is a hybrid way to do this rather than creating a CRA. Certain properties can be nominated or certain groups of properties, and then they qualify as a CRA. With some legislation change in this regard, Mr. Redmond will provide additional information by the next Workshop on June 10, 2004. CITIZENS' TELEPHONE SURVEY -STATUS REPORT Representatives of PMG Associates, Inc. were present and provided a Powerpoint presentation to the Village Council showing the results the citizens' survey they conducted within the Village. The Council requested that they verify that the SW neighborhood was included, as it did not show on the map. Also, they were asked to change the way their graphs were done, as it was reversed from the usual way that most people are accustomed to reading that type of graph. The will change the graphs and will also convert their Powerpoint presentation to hard copy to give to the Village. Country Club staff was directed to compare the results against the last survey done at the Country Club, and to list actions to be taken as a result of the survey. This item will be placed on the Action Log. VAN POOL PROGRAM -STATUS REPORT Discussion took place concerning the status of the van pool program. The program provides car-pooling as well as a van pool program. The car-pooling is done on a personal basis, with a list of contacts who are also interested being provided. Assistant Village Manager Doug Smith reported that a representative of the program has been to the Village and presented the program to all employees who are interested. Mr. Smith has contacted surrounding cities to determine whether there is interest in joining the pool, but is still waiting for responses. If there are enough employees interested in joining, the Council authorized staff to take the next step in joining the program. 2 Minutes of Workshop Session Held Thursday, May 27, 2004 Items g. and h. were not heard due to the approaching curfew.
