09-09-2004 VC WS-MMINUTES OF THE WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, SEPTEMBER 9, 2004 Present: Donald G. Noel, Mayor Dr. Edward M. Baldwin, Village Attorney Kathleen F. Kelly, CMC, Village Clerk unT r rar r Mayor Noel called the meeting to order at 9:18 p.m. All members of Council were present. All members of staff were present. COUNCIL COMMENTS AND ACTION LOG Captain George Warren of the Public Safety Department gave an update on Hurricane Ivan. President Pro Tem O'Meilia inquired about an apparent shortfall in revenue at the Country Club indicated by the July budget report, in the amount of $200,000. Finance Director Shaukat Khan was asked to check into this and report back. Mr. Khan stated that a new budget report will be run in this upcoming week, which would give a better picture. Review of the Action Log was suspended due to a short workshop to observe emergency curfew. ANNEXATION REPORT -LAND RESEARCH MANAGEMENT_ INC. Discussion on this item was postponed until the next scheduled workshop of September 23, 2004. FUTURE ANNEXATION PLANS Discussion was held concerning the Village's Annexation Planning Statement. The Marshall Morton Plat is to be added to Bullet 1 of the August 2004 revision. This item will be placed on the Regular Session agenda of September 23, 2004. Under the bullet entitled Harbor Point Office Plaza, the nursery school on Prosperity Farms Road north of Harbour Point should be included, otherwise an enclave will be created. Under the section for Pirate's Cove on page 2, if Pirate's Cove is to be deleted, there are six Minutes of Workshop Session Held Thursday, September 9, 2004 lots which should remain as part of our annexation plan at the east end of Canal Lane, just south of Pirate's Cove. DRAFT RESOLUTION -ROAD CLOSURES A draft resolution authorizing the Village Manager or his designee to authorize and apply for state permits for temporary closings of state roads for special events, such as the Holiday Boat Parade and Heritage Day Parade, was postponed until the workshop of September 23, 2004. IRRIGATION SUPPLY REPORT - ARCADIS G & M INC. The Irrigation Supply Report by Arcadis G & M, Inc. was postponed until the next workshop of 9/23/04. GOLF COURSE RENOVATION PROPOSALS Proposals for the Golf Course renovation at the North Palm Beach Country Club will be discussed at the next workshop of September 23, 2004. VILLAGE CLERK SALARY This item was forwarded to the Regular Session agenda of September 23, 2004. BUDGET TRANSFER -PUBLIC SAFETY HOLIDAY OVERTIME This item was forwarded to the Regular Session agenda of September 23, 2004.
