VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA
FEBRUARY 24, 2005

Mayor Noel called the meeting to order at 9:00 p.m. All members of Council were present. All
members of staffwere present.
ANNEXATION
Discussion took place concerning future annexation areas of the Village including Ellison
Wilson Road area, Lost Tree Village, Hidden Key, and the Southwest Neighborhood.
Discussion ensued on the Annexation Planning Statement last updated in September, and on the
Village's agreement with Palm Beach Gardens regarding future annexation areas. Discussion
was held concerning Attorney General Opinions requested by the Village Attorney with regard
to annexation issues. Village Manager Mark Bates recommended hiring an outside consultant to
assist the Village with its annexation efforts and to consider a referendum in March.
ANNEXATION CONSULTANT
Donna Brosemer, Politically Correct, was present to discuss her proposal to provide annexation
consulting services. Ms. Brosemer gave a brief history of her contact with the Annexation
Committee. Discussion took place concerning the Annexation Committee, which had previously
recommended that the Village Council hire a consultant to provide annexation assistance.
Councilman Norris reported that the Annexation Committee met this week and recommended
that the Village advertise for proposals. Consensus of Council was to advertise for Requests for
Proposals for annexation consulting services. Ms. Brosemer requested that her proposal be withdrawn.
ACCESSORY STRUCTURES
Discussion took place concerning amending the Code of Ordinances to allow other types of
accessory structures, such as tiki huts, gazebos, and cabanas, in addition to automobile
garages. Discussion ensued on defining specific structures allowed, appearance,
maintenance, code enforcement, and deed restrictions. It was suggested that staff review
-- codes from other municipalities.

NEW RESIDENT ADDRESSES
-- Discussion took place regarding a list of new utility customers in the Village, which is provided
by Seacoast Utilities. Discussion was held concerning new resident packets which were
formerly delivered by the Public Safety Department. It was determined that the Village Clerk
will send welcome packets to each new Village resident.
COUNCIL MATTERS
Discussion took place concerning the status oftraffic lights and ship's wheel monuments on U.S.
Highway 1 that are missing as a result of the hurricanes. Additional discussion was held
regarding the appearance and maintenance of landscaping on U.S. Highway 1.
The following item was added to the action log: handicapped accessible ramp at the park area on
Monet Road. Brief discussion was held concerning the Monet Road park area.

With no further business to come before the Council, the meeting adjourned at 9:25 p.m.
