ROLL CALL
Mayor Noel called the meeting to order at 6:30 p.m. All members of Council were present. All
members of staff were present, except Village Attorney George Baldwin.
PROSPERITY FARMS ROAD BEAUTIFICATION PROJECT
Engineering Consultant Dennis Thomas, of Miller, Legg & Associates, Inc. was present.
Mr. Thomas reported that the bid package was broken down into the base construction bid,
which includes landscaping and curbing work to be done on the outside-shoulder areas of the
road, and eight landscape islands, which were bid as alternates.
Village Manager Mark Bates summarized expenditures to date and remaining account balance
for the project, as well as costs to be incurred that are separate from the bid, such as construction
monitoring, material testing, contingency, etc. Mayor Noel reported that Commissioner Marcus
has agreed to provide additional funds needed for this project so that the project may be
completed as bid. Mr. Bates reported that the County grant provides for start of construction by
the end of April, and the County issued the permit this afternoon.
Discussion took place concerning medians, lane widths, and merge lanes. Discussion was held
regarding the contract. Mr. Thomas advised that the Village Attorney, Village Engineer, and
Public Services Director reviewed the bid package prepared by Miller, Legg, which included the
contract form.
COUNTRY CLUB CONTRACTOR POSITIONS
Discussion was held concerning the Tennis Director and Pool Manager positions at the North
Palm Beach Country Club. Mr. Bates reported that the Country Club Advisory Board
unanimously supported making the position of Tennis Director an employee position rather than
a contract position. Mr. Bates reviewed a comparison of the financial impact for each situation.

Mr. Bates reported that the consensus of the Country Club Advisory Board was to leave the Pool
Manager as a contract position, and the Board would only recommend a change if the Pool
-- Manager requested it. The issue ofPool Manager as Village employee or contract employee will
be brought back for further consideration during the July budget process. Mr. Bates was
requested to study the golf pro position as well.
