04-28-2005 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA APRIL 28, 2005 Present: Dr. Edward M. Eissey, Mayor David B. Norris, Vice Mayor Robert F. Rennebaum, President Pro Tem Charles R. O'Meilia, Councilman Mark Bates, Village Manager George W. Baldwin, Village Attorney Melissa Teal, CMC, Village Clerk Absent: ROLL CALL Donald G. Noel, Councilman Mayor Eissey called the meeting to order at 10:00 p.m. All members of Council were present, except Don Noel. All members of staff were present. NORTHLAKE BOULEVARD STREETSCAPE PROJECT PHASE 1 BID AWARD This item was withdrawn. DOMANI CONDOMINIUM Representatives of the developer gave a presentation on the Domani Condominium project, which is located just north of McLaren Road on the east side of U.S. Highway 1, and will include an 18 story residential tower and 8 town home mansions. Discussion took place concerning the planned unit development application and rezoning of the property from C-1 Neighborhood Commercial District to R-3 Apartment Dwelling District. Discussion followed on P.U.D. waivers concerning setback encroachments and docks. A rezoning ordinance and P.U.D. ordinance will be placed on the May 12, 2005 Regular Session agenda. MARINER COURT LARGE SCALE COMPREHENSIVE PLAN AMENDMENT Discussion took place concerning the Mariner Court town home project. Mr. Bates advised that the zoning issue has been delayed because the developer is considering a P.U.D. rather than a rezoning category. Jim Fleischmann, Land Research Management, reviewed the comprehensive plan amendment as conditionally approved by the Planning Commission. Mr. Fleischmann reported on the conditions for approval, which were that written disclosure of the location of the Public Safety Dept. be provided with the marketing documents to potential buyers of the units; that although the development would be assigned a medium density future land use category it would be limited to a total of 16 units; that the related ordinance would limit such developments to the medium density and high density future land use categories. An ordinance adopting a large scale comprehensive plan amendment will be placed on the May 12, 2005 Regular Session agenda for first reading.
