05-23-2005 VC SP WS-MMINUTES OF THE SPECIAL WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA __ MAY 23, 2005 Present: Dr. Edward M. Eissey, Mayor David B. Norris, Vice Mayor Robert F. Rennebaum, President Pro Tem Charles R. O'Meilia, Councilman Donald G. Noel, Councilman Mark Bates, Village Manager Melissa Teal, CMC, Village Clerk ROLL CALL Mayor Eissey called the meeting to order at 7:00 p.m. All members of Council were present. All members of staff were present, except the Village Attorney. HEALTH INSURANCE The purpose of the meeting was to discuss health and dental insurance. Assistant Village Manager Doug Smith reviewed current health insurance costs and employee contributions. Mr. Smith reported that an employee committee was established to review health insurance information, discuss ideas, and communicate information to employees. Christian Bergstrom, Kurt Gehring, and Chris Gehring of the Gehring Group presented an analysis of proposals received for medical and dental insurance. Quotes were obtained for the self funded insurance program, and for fully insured plans. The current program was reviewed, as well as differences between self funded and fully insured programs. Discussion ensued on projected potential cost and maximum potential cost for both self insured and fully insured plans. Mr. Smith advised that the administration recommends the selection of United Healthcare for health insurance and The Guardian for dental insurance. Discussion ensued on dental insurance. Council requested that the Gehring Group investigate the possibility of obtaining amulti-year guarantee for medical and dental insurance rates. Mr. Smith reviewed the current employee contribution for family coverage, and noted that rates have not been adjusted for approximately eight to ten years. Mr. Smith presented a handout representing the current contribution and 50/50 contribution based on United Healthcare rates. Mr. Smith will bring back a recommendation concerning the amount of employee contribution for Council consideration on 5/26/05. During discussion of the handout, Mr. Smith advised that the administration is recommending offering the employees two plans from which to choose, one of which includes the option to go out of network. Minutes of Special Workshop Session Monday, May 23, 2005 Mr. Smith noted that a resolution will be placed on the 5/26/05 Regular Session agenda accepting the proposals of United Healthcare for health insurance and The Guardian for dental insurance. After further discussion at the 5/26/05 meeting, the cost sharing arrangement will be brought forward for Council approval on 6/9/05. Brief discussion ensued on United Healthcare's network in Martin County. Discussion took place concerning self insured programs with regard to increases in health care costs and claims. Discussion was held concerning the impact of claims still in the system at the time of transition from a self insured to a fully insured insurance program.
