06-23-2005 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA JUNE 23, 2005 Present: Dr. Edward M. Eissey, Mayor Charles R. O'Meilia, Councilman Donald G. Noel, Councilman Mark Bates, Village Manager George W. Baldwin, Village Attorney Melissa Teal, CMC, Village Clerk Absent: ROLL CALL David B. Norris, Vice Mayor Robert F. Rennebaum, President Pro Tem Mayor Eissey called the meeting to order at 9:28 p.m. All members of Council were present, except President Pro Tem Rennebaum, who was out of town, and Vice Mayor Norris. All members of staffwere present. BELLSOUTH VPN COMMUNICATIONS BellSouth representative Nancy Vinez gave a presentation on Managed Network Virtual Private Network (VPN) Services. Ms. Vinez gave a brief history of changes that have been implemented to make services less costly. Ms. Vinez discussed the potential improvements and advantages of installing BellSouth Managed Network VPN Service at all Village sites. Ms. Vinez presented a cost analysis showing a net increase of $1,015.94 per month in data communications costs, if the Village implements BellSouth's Managed Network VPN. During discussion, it was clarified that this is a 36 month contract. This item will come forward as part of the budget recommendation for Council consideration during the next month. COMPREHENSIVE PAY PLAN AND MAJOR PROJECTS Assistant Village Manager Doug Smith gave an overview of the draft Comprehensive Pay and Classification Plan for 2005-2006. Mr. Smith explained that the Comprehensive Pay and Classification Plan combines the pay plan, including salary ranges and position titles, and various benefit programs into one document. Mr. Smith discussed recommendations regarding the pay plan, personnel classification changes, added and deleted positions, pension plans, insurance, and other benefits. Discussion took place concerning COLA, short-term disability and long-term disability. Mr. Smith clarified the reference to exempt positions in the pay range chart as denoting a position that is exempt from overtime requirements under Federal regulations, which reference is shown by an asterisk between the columns titled "grade" and "minimum". MINUTES OF WORKSHOP SESSION HELD JUNE 23, 2005 Discussion took place on the creation of new classification titles with regard to inclusion in a bargaining unit. Mr. Smith noted that positions shown on the Pay Range chart in the draft Comprehensive Pay and Classification Plan are color-coded to indicate the various bargaining units. Mr. Bates advised that anything related to pay and benefits would be taken from the Personnel manual and placed in the Comprehensive Pay and Classification Plan. Mr. Bates reviewed capital and operating highlights which reference items proposed for inclusion in the General Fund budget. Brief discussion ensued on improvements at Anchorage Park and Osborne Park. ASHBRITT DISASTER RECOVERY SERVICES AGREEMENT Discussion took place concerning a handout comparing the current Ashbritt contract to the County's contract with Phillips & Jordan for emergency waste removal. Mr. Bates noted that the Village's existing contract with Ashbritt is less expensive than piggybacking on Palm Beach County's contract with Phillips & Jordan. Mr. Bates reported that the current contract, which expires September 1st, provides an option to extend the contract. Mr. Bates advised that this item would be brought back to an August meeting. Discussion ensued regarding FEMA reimbursement for Ashbritt's services after last year's hurricanes. Mr. Bates gave a brief update on the status of the Village's FEMA claims for emergency waste disposal. Mr. Bates reported on payments to Ashbritt by the Village, and detailed the problems encountered with respect to FEMA. Brief discussion took place concerning a disposal site other than Anchorage Park, if one was needed while the dredging project is ongoing. Mr. Bates recommended clearing an area in back of the batting cages at the Community Center as an alternative site. DISTANCE RESTRICTIONS -SEXUAL OFFENDERS/PREDATORS Village Attorney George Baldwin reported on a new law stipulating that anyone convicted of a sex crime involving minors can't live within 1,000 feet of schools, bus stops, day care centers, and parks. Mr. Baldwin discussed ordinances being adopted by other municipalities which include additional restrictions. Mr. Baldwin recommended against including certain of these provisions, such as trying to control it from a rental aspect, or adding "wherever children congregate" to the list of restricted locations. Public Safety Director Jimmy Knight advised that there is now only one sexual offender residing in North Palm Beach. Chief Knight briefly discussed community control restrictions. Mr. Baldwin will draft an ordinance for Council consideration at the next workshop. ADJOURNMENT With no further business to come before the Council, the meeting adjourned at 10:50 p. m.
