11-01-2005 VC SP WS-M MINUTES OF THE SPECIAL WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA NOVEMBER 1, 2005 Present: David B. Norris, Vice Mayor Robert F. Rennebaum, President Pro Tem Charles R. O’Meilia, Councilman Donald G. Noel, Councilman Mark Bates, Village Manager Melissa Teal, CMC, Village Clerk George W. Baldwin Village Attorney Absent: Dr. Edward M. Eissey, Mayor ROLL CALL Vice Mayor Norris called the meeting to order at 9:35 p.m. All members of Council were present, except Mayor Eissey, who was out of town. All members of staff were present. The purpose of the meeting was to take action on agenda items for the Workshop Session scheduled for October 27, 2005, which was cancelled due to Hurricane Wilma. ADOPT-A-UNIT PROGRAM Discussion took place concerning the America Supporting Americans Adopt-A-Unit program. Council consensus was for staff to contact the ASA representatives from the City of Boynton Beach to sign-up the Village and let us know what we need to do to get started on the program, and then use the Village Newsletter to ask for volunteers. PUBLIC SAFETY NORTH SUBSTATION Discussion was held concerning the design/build method of construction for the Public Safety North Substation. Discussion ensued on having a conceptual plan prepared by an architect prior to going out for requests for qualifications, as well as the alternative of compiling a request for proposals based on other fire rescue design/build RFP’s researched by staff. It was noted that Steve Boruff has a continuing contract with Palm Beach County Fire Rescue. The Council directed that the Village Manager obtain a proposal from Mr. Boruff for assistance in preparing the design/build RFP. OUTSIDE DISPLAY OF BOATS Discussion took place concerning a request by Marine Max for a code amendment to allow outside display of boats on the corner lot at Shore Court and U.S. Highway 1. Mr. Bates reported on his discussion with Marine Max of its plans for the property, which would include a display of boats, but no building structure. Additionally, Mr. Bates reviewed suggestions that had been discussed for buffering of the area from both a security and appearance standpoint. MINUTES OF SPECIAL WORKSHOP SESSION HELD NOVEMBER 1, 2005 During discussion, it was noted that the Northlake Boulevard Overlay Zoning District does not _ allow outside display of merchandise. Council consensus was against a zoning change to allow outside display of boats. COUNCIL MATTERS Discussion took place concerning the Manatee Committee, which was a trust established as a condition of approval for Harbour Isles. Public Safety Director Jimmy Knight reported that two voting members of the Manatee Committee no longer have any interest in it. Chief Knight advised that the Village is not a voting member, and it would require a quorum of the Committee to meet in order for the Village to become a voting member. Chief Knight has forwarded the contract to the Village Attorney for review. Discussion ensued on use of the funds. Chief Knight will follow up with a letter to each voting member in an effort to set up a meeting. Discussion was held concerning a letter received from the Town of Palm Beach regarding its opposition to national legislation concerning video franchising. This item will be placed on the next agenda. Discussion took place on mandatory evacuation zone map established by FEMA. It was suggested that SFRN be asked for an opinion as to whether it is appropriate for the Village to be in an evacuation zone and if the Village can successfully challenge FEMA on this issue.
