Mayor Eissey called the meeting to order at 9:08 p.m. All members of Council were present.
All members of staff were present.
CABLE AND VIDEO FRANCHISING LEGISLATION
Brief discussion was held on the Broadband Investment and Consumer Choice Act and the Video
Choice Act. A resolution opposing the proposed legislation will be placed on the Regular
Session Agenda of December 8, 2005.
GAS TANK LOCATIO
Mr. Bates reported that the existing gas tank at Public Services must be removed for remediation,
and either replaced or relocated. Mr. Bates recommends replacing the existing tank with one
10,000 gallon gas tank and one 10,000 gallon diesel tank. Mr. Bates advised that the Department
of Environmental Protection agreement provides for excavation and replacement fill of the
existing tank only. Discussion ensued on optional locations for the tanks, including Anchorage
Park, Public Safety, or replacement at Public Services. With regard to locating the tanks at
Anchorage Park, it was discussed that the master plan for the park should be considered. Brief
discussion took place on the feasibility of acquiring property next to the railroad tracks on
Alternate Al A and relocating the tanks and the Public Services Department.
CODE AMENDMENT -VESSEL MOORING IN LAGOONS
Discussion took place on the recommendation of the Waterways Board to amend the Code of
Ordinances to specify that "excluding lagoon end situations, for properties fronting lagoons, no
vessel moored to a dock or bulkhead shall extend more than 30% of the lagoon width from the
face of the bulkhead nor extend beyond the side property lines extended." Mr. Bates reviewed
draft language that would allow anchoring and mooring of "vessels permitted to engage in
construction or dredging activity until such time that said construction or dredging activity is
completed; not to exceed statutory limitations."

Public Safety Officer Scott Van Deusen and Waterways Board member Ken Wright were present
to review these issues. Officer Van Deusen reported that the proposed code amendment would
address a problem with vessels that are moored stern to dock, which impedes vessel traffic in the
lagoon. Mr. Wright reported on the Waterways Board's assessment of this issue. Discussion
took place concerning mooring limitations with regard to lagoon end situations. The Council
requested that the Waterways Board bring back a recommendation on the lagoon end issue after
further consideration. With regard to the recommended code changes, an ordinance will be
placed on the next Regular agenda.
IGHTHOUSE BRIDGE
Discussion took place concerning the annual Florida Department of Transportation inspection
report for Lighthouse Drive and Monet Road bridges. The Council discussed repairing both
bridges at the same time. Brief discussion took place concerning 2001 and 2002 bridge
assessment reports performed by Brian Rowe for the Village Engineer. It was noted that SFRN
is considering having Mr. Rowe update his latest report. This item will be brought back to a
Workshop Session.
COUNCIL MATTERS
Mr. Bates gave a brief update on the status of plans for the Comprehensive Plan Evaluation and
Appraisal Report.
