Mayor Eissey called the Budget Workshop Session to order at 6:05 p.m All members of Council
were present. All members of staff were present, except the Village Attorney.
COUNTRY CLUB BUDGET
Village Manager Jimmy Knight reviewed the proposed Country Club budget. Mr. Knight
• referred to the organizational chart and noted that the tennis operation has been moved to the
Parks and Recreation Department, and the Clubhouse Grounds Division has been split between
the Public Works Depaztment, and Pazks and Recreation Department. Mr. Knight noted that the
Country Club budget includes funding to reimburse the General Fund for labor and materials
needed to maintain the clubhouse and surrounding areas.
Mr. Knight compared the personnel and operations cost for maintenance of the golf course with
the potential savings if this division was outsourced. Mr. Knight reported that a Request for
Proposals will be issued next week and the results will be presented to Council for consideration
and a decision during the budget process. Mr. Knight noted that the proposed budget includes
funds for current golf course maintenance personnel and operating expenses.
Discussion was held regarding outside management of the Country Club. Mr. Knight reported
that this would require issuance of a Request for Proposals and any lease over five yeazs would
require a supermajority of the Council and voter referendum.
Head Golf Professional Mike Gray reviewed title changes for various golf shop positions.
Mr. Knight reviewed general highlights of the Country Club budget. Discussion ensued on a
membership cap and resident discounts. Mr. Knight advised that anyone who is currently a
member will be invited to join again; however, the budget was balanced using a tazget
membership of 375. Mr. Knight noted a discount of 15% for resident cardholders and member
• guests during the shoulder and high season only. Discussion ensued on guests of members.

• Mr. Knight and Mr. Gray reviewed capital highlights of the Country Club budget, including an
ahernate water supply, synthetic turf for driving range tee azea, golf shop tortures, and a range picker.
Mr. Knight reviewed operating highlights. Mr. Knight advised the budget includes a $75,000
administrative fee for services provided by Finance and other General Fund departments.
Discussion took place concerning obtaining a $210,000 loan for additional concrete cart paths
and storage bins for fertilizer, top soil, and sand. Mr. Gray discussed the areas where additional
cart paths aze needed.
Mr. Knight reviewed revenues and expenses and noted that $20,000 was included for marketing.
Mr. Knight suggested offering agolf--plus membership, that would include pool and tennis
memberships at a discount, or offering discounts on use of the pool or tennis facilities for those
with golf cards. The Council was in favor of this idea and suggested that the cost of a pool and
tennis membership be discounted by half for agolf--plus membership. Additional discussion
took place on other membership amenities, such as offering range balls or tokens for range balls,
or offering free handicapping.
Discussion was held concerning how accounting is handled for years in which a budget
shortfall occurs.
CONSENSUS ITEMS
• By consensus, Council approved obtaining a $210,000 loan for additional course improvements.
Council will consider staff recommendations for course improvements at a Workshop to be
determined. Discussion ensued on alternate sources of funding, such as a line of aedit or
borrowing from the General Fund (at the same interest rate as a loan) as well as ensuring that any
loan includes no pre-payment penalty. Mr. Knight and Finance Director Sarnia Janjua will
investigate options and report back to Council.
There was no objection to Mr. Knight's moving forward with reorganization ofthe Country Club
departments, or to membership fees, greens fees, and discounts.
