01-12-2006 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA JANUARY 12, 2006 Present: ROLL CALL Dr. Edward M. Eissey, Mayor David B. Norris, Vice Mayor Robert F. Rennebaum, President Pro Tem Charles R. O'Meilia, Councilman Donald G. Noel, Councilman Mark Bates, Village Manager Melissa Teal, CMC, Village Clerk George W. Baldwin Village Attorney Mayor Eissey called the meeting to order at 9:55 p.m. All members of Council were present. All members of staff were present. PUBLIC SAFETY NORTH SUBSTATION - REOUEST FOR PROPOSALS Discussion took place concerning options for Request For Proposals for design build of the new Public Safety North Substation. Council consensus was to issue a Request For Proposals for an architect to design the building and prepare bid specifications, rather than adesign/build process. During discussion, it was noted that the draft RFP contains general design criteria to be considered, which should not be included at this time, but would be part of the negotiations with the architect, after ranking and selection. Building Official Charles Cangianelli advised that the firm of Peacock & Lewis offered to review the RFP at no charge to ensure it meets all requirements. The Village Council had no objection. ANCHORAGE PARK IMPROVEMENTS -REQUEST FOR QUALIFICATIONS Discussion was held on a draft Request for Qualifications for Anchorage Park improvements. Council consensus was in favor of issuing a Request for Qualifications, however, direction was given to delete the paragraph labeled "Contact:" on the title page, and that agreements not be attached to the RFQ. MONASTERY COMMERCIAL PLANNED UNIT DEVELOPMENT (CPUD~ Discussion took place concerning a Commercial Planned Unit Development (CPUD) for Our Lady of Florida Passionist Monastery. Mr. Bates advised that the property is being renovated consistent with its existing use. Mr. Bates reported that demolition and removal of the existing sign during the first phase of construction will correct the outstanding code violation. Mr. Bates advised that if it is determined that a new plat is required, an impact fee of 5% of the land value would be assessed. Joe Colome, Colome & Associates, and Rebecca Conable, Krent Wieland Design, Inc., gave a presentation on planned improvements to the Monastery property. Mr. Colome advised that the overall operations of the facility are not going to change. MINUTES OF WORKSHOP SESSION HELD JANUARY 12, 2006 EMERGENCY GENERATOR POWER -GAS STATIONS Discussion was held regarding requirements for emergency generator power at gas stations during extended power outages. Building Official Charles Cangianelli reviewed options which include requiring existing and future gas stations to install astand-by emergency system allowing for a generator hook-up or requiring the installation of a permanent generator. Because this issue is the subject of pending legislation, Council consensus was to address it after the legislative session. The Clerk was directed to add it to the action log.
