Mayor Eissey called the meeting to order at 8:38 p.m. All members of Council were present,
except Councilman Noel, who was absent due to illness. All members of staff were present.
INTERNAL AUDIT
Brief discussion took place concerning a subject for internal audit. Council consensus was to
defer discussion on this topic until receipt of the Comprehensive Annual Financial Report from
Cherry, Bekaert & Holland.
CODE AMENDMENT ORDINANCES -MIXED USE DEVELOPMENT
Discussion was held concerning two proposed ordinances:
amending Subsection 1, Statement of Intent, of Section 45-35.1, Planned Unit
Development of Article III, of Appendix C, Zoning of the code of Ordinances to provide
for a Commercial Planned Unit Development consisting of 1.0 or more acres that has an
underlying zoning ofC-lA District.
amending Subsection A, Uses Permitted, of Section 45-32, C-lA Limited Commercial
District of Article III of Appendix C, Zoning of the Code of Ordinances to add a
permitted use of multiple-family dwelling structures as a component of a Commercial
Planned Unit Development.
Building Official Charles Cangianelli reviewed the proposed changes, which would amend the
zoning code to allow mixed use development in C-lA zoning district. Mr. Cangianelli described
mixed use as allowing commercial on the first floor -fronting the main thoroughfare, and
residential above.
During discussion of the ordinance amending Section 45-35.1, subsection I, Statement of Intent,
after the phrase "and in the case of a Commercial Planned Unit Development consisting of 1.0 or
.._.- more acres that has an underlying zoning of C-lA District," the words "which contains a
component of multiple family dwelling structures" were added.

Discussion took place concerning allowing retail use in C-lA. Consensus of Council was that
retail should be allowed as part of a mixed use development in the C-1 A zoning district. During
discussion of the ordinance amending Section 45-32, subsection A, Uses Permitted, Village
Attorney George Baldwin suggested that in Section 8, after the phrase "Multiple-Family
Dwelling Structures as a component of a Commercial Planned Unit Development containing a
commercial component..." the words "including retail and non-retail commercial" be inserted.
Discussion ensued on the depth of the commercial area, which the Planning Commission
recommended be a minimum of 20 feet.
These proposed ordinances will be placed on the 3/23/06 Regular Agenda for first reading.
VILLAGE HALL SIGN
Discussion took place concerning design of a new sign for the Village Hall property. It was
noted that the current sign could be modified with a monument base. Discussion ensued on the
readability of the sign.
COUNCIL MATTERS
Brief discussion took place concerning a donation to the Palm Beach County League of Cities
for its Golf Tournament on 5/24/06, which benefits the League's scholarship fund. Donation of
a golf foursome with carts was suggested.
A short discussion on the Action Log was held. Mayor Eissey advised that he met with the
Village Manager and Village Clerk to review the Action Log and delete completed items.
Action items that have not been completed will be brought back to the Council for prioritizing.

With no further business to come before the Council, the meeting adjourned at 9:40 p.m.
