03-23-2006 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA MARCH 23, 2006 Present: David B. Norris, Mayor Dr. Edward M. Eissey, Vice Mayor William Manuel, President Pro Tem Charles R. O'Meilia, Councilman Manny Grinn, Councilman Mark Bates, Village Manager Melissa Teal, CMC, Village Clerk George W. Baldwin, Village Attorney RnT,T, C"AT.T. Mayor Norris called the meeting to order at 10:45 p.m. All members of Council were present. All members of staff were present. GAS TANK REPLACEMENT Vehicle Maintenance Supervisor Mark Vadas discussed removal and replacement of gas tanks at Public Services. Village Manager Mark Bates advised that in the 30 days prior to the contractor beginning the remediation work, the Council will need to make a decision on whether to install new tanks that will meet federal requirements mandated for compliance by 2009. Mr. Bates reported that action by the Department of Environmental Protection is expected within 60 days. Mr. Bates noted that upon action by the DEP, a request for $160,000 for replacement of the existing fuel tanks and dispensing system will be placed on the agenda for Council approval. Discussion ensued on soliciting bids for the installation of the new tanks and fuel dispensing system. Mr. Bates noted that excavation for the new tanks will be performed by the contractor at the time of the remediation project. Mr. Bates reported that the new tanks and metering system will be purchased using government piggyback contracts. Mr. Bates advised that currently there are two small linked tanks that hold gasoline, which will be replaced with two larger tanks, one holding gasoline and one holding diesel. VILLAGE MANAGER MATTERS Mr. Bates noted items for an upcoming agenda, including appointment of a Councilman to the Audit Committee, and appointment of a resident member to the Police and Fire Pension Board.
