ROLL CALL
Mayor Norris called the meeting to order at 9:40 p.m. All members of Council were present.
All members of staff were present.
CODE ENFORCEMENT SPECIAL MAGISTRATE
Discussion was held concerning the possibility of using a Special Magistrate for enforcement of
code compliance actions. Discussion ensued on having both a Code Enforcement Board and
Special Magistrate and using the Special Magistrate for fine reduction hearings and certain types
of complex cases. The Village Council agreed that the Code Enforcement Board does an
excellent job. Council consensus was that there be no change in the process for hearing code
compliance cases or fine reduction requests.
DEFINED CONTRIBUTION (DC~ PENSION PLAN
Discussion took place regarding the creation of a Defined Contribution (DC) Pension Plan as an
alternate choice for Department Directors. ICMA Retirement Corporation representatives Trey
Sizemore and Fernando de Aguero were present to review plan options. Village Manager Mark
Bates advised that employees would have an opportunity annually to change the amount of their
contributions, and the Village plan contribution could also change annually. Discussion ensued
on offering this optional pension plan to all employees. Mr. Bates noted that it would be subject
to bargaining for union employees. Council consensus was to offer an optional Defined
Contribution Pension Plan to all employees, with afive-year vesting period consisting of 0%
vesting the first year and 25% vesting for the next four years, retroactive to the employee's hire
date for years of credited service. This item was forwarded to the Regular Session. Mr. Bates
will bring back identical plans for department directors, general employees and union employees.

ADDITIONAL GREENS MAINTENANCE TECHNICIANS
Discussion was held concerning the addition of four Greens Maintenance Technician positions at
the Country Club. Discussion ensued on the impact to Country Club contingency to fund these
positions. Golf Course Superintendent John Morsut reviewed changes to the initial course
design which necessitate increased maintenance personnel. Discussion took place on adding two
additional greens maintenance positions now, with the possibility of adding two more in early
2007, if necessary. This item will be placed on the next Regular Session agenda.

With no further business to come before the Council, the meeting adjourned at 11:00 p.m.
