10-26-2006 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA OCTOBER 26, 2006 Present: David B. Norris, Mayor Dr. Edward M. Eissey, Vice Mayor William L. Manuel, President Pro Tem Charles R. O'Meilia, Councilman Darryl C. Aubrey, Councilman Mark Bates, Village Manager Leonard Rubin, Village Attorney Melissa Teal, CMC, Village Clerk ROLL CALL Mayor Norris called the meeting to order at 9:54 p.m. All members of Council were present. All members of staff were present. LAKESIDE PARK TREE PLANTING AND REMOVAL PLAN Parks and Recreation Director Mark Hodgkins reported on his 10/18/06 meeting with the residents who surround Lakeside Park. Mr. Hodgkins reviewed the proposed plan for the removal of Australian Pines at Lakeside Park and replanting with Gumbo Limbos, Slash Pines -- and Live Oaks. Mr. Hodgkins advised that this project will be completed in stages, in order not to clear-cut the whole park, and noted that the area shown in yellow on the drawing will be the first one to be cut, while the areas shown in green and blue are future removal areas. Mr. Hodgkins reported that before all the Australian Pines are removed, trees will be planted throughout the park, so that the new trees will have time to grow and provide shade. Discussion ensued on the size of trees to be planted. Mr. Hodgkins advised that the Keep Palm Beach County Beautiful grant provides and installs twelve to fifteen feet tall native trees. Diane Ryberg, 649 Lakeside Court, stated that residents would like to see a landscape architect's plan showing where the trees will be planted. Mr. Hodgkins reported that the Village was just awarded a Florida Inland Navigation District (F.I.N.D.) grant, and $10,000 of it can be used to start the landscape design of the park, prior to cutting down any trees. Approval of the F.I.N.D. agreement will be brought forward to the 11 /9/06 Regular Session. Council consensus was in favor of obtaining a design from a landscape architect prior to removing the Australian Pines. Village Manager Mark Bates reported that trees will be installed at the same time that trees are removed, however, there are only about 35 trees to be planted. Mr. Bates noted that other funds in the Recreation budget will be used to purchase additional trees to be planted in other areas of the park where Australian Pines will be removed later. Discussion took place concerning use of grant funds for removal of the Norfolk Pines on the western side of the park. MINUTES OF WORKSHOP SESSION HELD OCTOBER 26, 2006 Discussion was held on possible expansion of the parking lot. Mr. Hodgkins reported that one of the elements of the F.I.N.D. grant requires improvement of the parking area. Council requested - that staff check restrictions or conditions in the State deed which gives this "designated fill area" to the Village for use as a passive park, in order to clarify whether there is any prohibition against parking in a passive park.
