06-18-2003 VC SP-MMINUTES OF THE SPECIAL SESSION • OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD WEDNESDAY, JUNE 18, 2003 Present: David B. Norris, Mayor Charles R. O'Meilia, Vice Mayor Joseph A. Tringali, President Pro Tem Dr. Edward M. Eissey, Councilman Don Noel, Councilman George Baldwin, Village Attorney Doug Smith, Acting Village Manager Kathleen F. Kelly, CMC, Village Clerk ROLL CALL Mayor Norris called the meeting to order at 7:00 p.m. All members of Council were present. All members of staff were present. HR MANAGEMENT PARTNERS -PAY PLAN President Pro Tem Tringali moved to approve the HRMP Pay Plan and salary adjustments, including Country Club revisions, effective after enactment of an ordinance funding the pay plan. Councilman Noel seconded the motion. During discussion, it was clarified that the motion included the Attachment A, as follows: Approve the HRMP Pay Plan and Salary Adjustments (including Country Club revisions) subject to enactment of an Ordinance funding the pay plan; Implementation for non- union employees to be October 1, 2002; Pay for Performance calculations effective October 1, 2002 for non-union employees to be re-calculated based on the adjusted salaries from the HRMP pay plan implementation; staff to prepare a list of items to address as part of the implementation including revisions for employees who have left, been hired or changed positions after October 1, 2002 and any final changes to other employees; (added) Adjustments for union employees shall be subject to agreement or bargaining with the bargaining units. Three employees will be brought back to Council to address specific circumstances. Vice Mayor O'Meilia moved to amend the motion to approve the plan without an implementation date. The motion died for lack of a second. Discussion of funding sources ensued, as well as allowances for overtime pay and certifications to be calculated at the new rates. Staff was directed to include in the budget transfer for funding an approximate $100,000 for certifications and overtime pay. • Staff was also directed to bring back the cost benefit of implementing a hiring freeze until the end of the fiscal year for the next agenda. Minutes of Special Session Held Wednesday, June 18, 2003 • Thereafter, the original motion passed 5-0. EMPLOYEE BENEFITS Councilman Noel moved to approve adding an EPO Plan, Wellness Benefit, Short-term Disability Plan and Vision Plan to the employee benefits package. Councilman Eissey seconded the motion, and all present voted aye. PAY FOR PERFORMANCE Councilman Noel moved to approve the recommended changes to the Pay for Performance program. President Pro Tem Tringali seconded the motion. During discussion of the of the recommended scoring system, it was clarified that what is being approved at this time is the six different levels, ranging from Exceptional level II to Below Standards, and a flat increase will be determined at budget time. Thereafter, the motion passed 5-0. CODE ENFORCEMENT ACTION Councilman Eissey moved to add to the agenda for action the memo from the Code Enforcement Board regarding a violation at 875 Country Club which is alife-safety issue. Vice Mayor O'Meilia seconded the motion, and all present voted aye. Councilman Eissey moved to accept the recommendation of the Code Enforcement Board and move forward by securing the pool and removing the dumpster and debris which is located at a difference address. The motion died for lack of a second. Vice Mayor O'Meilia moved to direct staff to secure the house at 875 Country Club Drive for safety violations on the pool and the house itself. President Pro Tem Tringali seconded the motion. During discussion, Village Attorney George Baldwin was directed to look at the Administrative Section of the Building Code, where it is spelled out what the building officials can do in case like this. Thereafter, the motion passed 5-0.
