ROLL CALL
Mayor Norris called the Public Hearing to order at 7:17 p. m. All members of Council were present. All
members of staff were present.
PURPOSE OF THE PUBLIC HEARING
The purpose of the Public Hearing was to hear comments from the public concerning Amendment 02-
1.3 to the Comprehensive Plan for the Village of North Palm Beach, Florida, in accordance with the
Local Government Comprehensive Planning and Land Development Regulation Act, as amended, being
sections 163.3161, et seq., Florida Statutes, which amendment is attached as Exhibit "A" and
incorporated herein by reference; adding a policy designating Prosperity Farms Road from Northlake
Boulevard to Burns Road within the Village of North Palm Beach as a constrained road at a lower level
of service (GRACES) facility; providing for severability; providing for the repeal of all ordinances or
parts of ordinances in conflict herewith; and, providing for an effective date.
COMMENTS FROM THE PUBLIC
1\rtayor Norris announced that any person wishing to receive notification as to the date of publication of
the Notice of Intent by the Department of Community Affairs must fill out their name and address on the
form available at the Village Clerk's table.

Manny Grinn,5fr1'Greenway Drive, addressed the Council with his concerns regarding the mathematics
and projections used for designating roads at a lower level of service (GRACES) facility. Mr. Grinn
distributed a matrix showing traffic counts for certain roads within the Village and in surrounding
municipalities.
With no further business to come before the Council, the meeting adjourned at 7:18 p.m.
