ROLL CALL
Mayor Norris called the meeting to order at 7:30 p.m. All members of Council were present. All
members of staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE
President Pro Tem Tringali gave the invocation, and Mayor Norris led the public in the Pledge of
Allegiance to the Flag.
REPORT OF THE MAYOR
On behalf of the Village Council, Mayor Norris presented a 20-year Service Award to Mark Hodgkins,
Director of Recreation.
CONSENT AGENDA APPROVED
Councilman Eissey moved to approve the Consent Agenda. Councilman Noel seconded the
motion, and all present voted aye. The following items were approved:
Received for file the Minutes of the Country Club Advisory Board meeting held 8/4/03
Received for file the Minutes of the Library Advisory Board meeting held 8/26/03
Received for file the recommendation of the Library Advisory Board (Minutes of
8/26/03) that "the Library be placed permanently on the Village's police schedule for
• intermittent patrolling of the premises, both inside and out, in an effort to stop/dissuade
any future incidents of theft, vandalism or related episodes from occurring".

REPORTS OF SPECIAL COMMITTEES
Village Attorney George Baldwin updated the Council on the contract for the Monastery
property. Mr. Baldwin stated that soil tests and environmental study are being conducted, chain
of title is being checked, and the survey is being done. The Village is still within the 45-day
period of due diligence.
VILLAGE MANAGER'S REPORT
Acting Village Manager Doug Smith reported that the amended contract for the Prosperity Farms
Road Beautification Project was forwarded to Palm Beach County, and will be coming back to
the Council for review at the next Regular meeting.
Mr. Smith reported that the Department of Transportation has agreed to replace the ship's wheel
that was damaged during their U. S. 1 project, and they will move two others at their expense.

ORDI8NANCES OF THE VILLAGE RELATING TO SIDEWALKS, OFF-STREET
PARKING SPACES AND DRIVEWAYS; AMENDING SUBSECTION "BUILDINGS,
STRUCTURES" OF 307.4, CARE OF PREMISES, AND ADDING A SECTION 101.3.4 TO
SECTION 15-2, SAME-AMENDMENTS, OF CHAPTER 15, HOUSING; AMENDING
SUBSECTIONS (a)(1) AND (c) OF SECTION 24-43, SPECIFICATIONS, OF ARTICLE III,

Vice Mayor O'Meilia moved that Bill 1115 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, AMENDING SECTION 104.6.6, SCHEDULE OF PERMIT FEES, OF
THE 2001 EDITION OF THE FLORIDA BUILDING CODE AS AMENDED AND ADOPTED
BY SECTION 6-17 OF THE CODE OF ORDINANCES OF THE VILLAGE, WHICH
AMENDMENT INCREASES PERMIT FEES AND IS FULLY SET FORTH AND
ATTACHED TO THIS ORDINANCE AS EXfIIBIT "A"; PROVIDING FOR
SEVERABILITY; PROVIDING FOR THE REPEAL OF ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT HEREWITH; AND, PROVIDING FOR AN EFFECTIVE
DATE

During discussion, the Council directed that a report on the financial impact be brought back to
the next meeting.
Thereafter, the motion passed 5-0.

COLLECTION OF ART X. ALARMS. OF THE VILLAGE CODE
President Pro Tem Tringali moved that Bill 1116 entitled
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, AMENDING SECTION 19-213, FALSE ALARM SERVICE CHARGE;
COLLECTION, OF ARTICLE X, ALARMS, OF CHAPTER 19, OFFENSES AND
MISCELLANEOUS PROVIDISONS, OF THE CODE OF ORDDANCES OF THE
VILLAGE TO PROVIDE A SEPARATE CATEGORY FOR COMMERICAL AND
INDUSTRIAL PROPERTIES; PROVIDING FOR SEVERABILITY; PROVIDING FOR THE
REPEAL OF ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT

Vice Mayor O'Meilia moved that Resolution 48-2003 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, AUTHORIZING THE MAYOR AND VILLAGE CLERK TO ENTER
INTO A PROFESSIONAL SERVICE AGREEMENT AS AGENT FOR THE NORTHLAKE
BOULEVARD CORRIDOR TASK FORCE WITH MICHAEL REDD & ASSOCIATES, P. A.,
ATTACHED AS EXI-IIBIT "A", WHICH AGREEMENT IS FOR THE PURPOSE OF
SECURING CONSTRUCTION ADMINISTRATION AND SUPERVISION SERVICES FOR
PHASE 1 OF THE STREETSCAPE PLAN FOR THE NORTHLAKE BOULEVARD
CORRIDOR BETWEEN U.S. HIGHWAY ONE AND SOUTHWIND DRIVE; AND,
