ROLL CALL
Mayor Norris called the meeting to order at 6:00 p.m. All members of Council were
present except Councilman Eissey, who was out of town. All members of staff were
present except Village Attorney George Baldwin.
The purpose of the Special Workshop was to discuss the evaluations of the Acting
Village Manager and the Village Clerk and to establish the percentages for the
performance evaluation scores.
PERFORMANCE EVALUATIONS OF ACTING VILLAGE MANAGER AND
VILLAGE CLERK
The performance appraisals of the Acting Village Manager were conducted on a verbal,
one-to-one basis between each Councilperson and the Acting Village Manager. The
appraisal of the Village Clerk was submitted according to the form developed for that
position.
Discussion took place concerning the treatment of both the Village Manager position and
the Village Clerk position, which historically was handled independently of whatever
system was being used for other Village employees, since these two positions work
directly for the Village Council. All other positions work under the Village Manager.
The consensus of Council was that both the Manager and the Clerk should be treated as
all the other employees for the Pay for Performance and the COLA.
Effective October 1, 2003, the salary of the Acting Village Manager will be increased by
the score earned by the Pay for Performance Evaluation and the COL increase. When the
• new Manager arrives, the Acting Village Manager will then will receive his adjusted
salary as determined by the HRMP study for the position of Assistant Manager, with the

•, Pay for Performance score, COLA and any certification applied to it, effective on the date
the new Manager begins.
Because the Village Clerk's salary was not addressed during the salary survey to see if it
should be subject to an adjustment for competitive job market range or length of time in
the position, the Acting Village Manager was directed to pull any information available
from HRMP regarding the Clerk's position, as well as a survey of other comparable
cities, with consideration of years served. This will be placed on the next workshop
agenda.
DISTRIBUTION FOR PERFORMANCE PAY RANGES FOR 2003
The Council considered various options for assigning a percentage to each range for
performance pay increases for the past year. After discussion, the Council by consensus
agreed to delete the 1.0% for the category "development required" and to assign the
following percentages:
Exceptional level 2 - 5%
Exceptional Level I - 4.0%
Successful Level ] 1 - 3.0%
Successful Level 1 - 2.0%
It was stipulated that all performance score ranges would receive the COLA. Acting
Village Manager Doug Smith was directed to calculate a definite cost for the increases as
well as fringe benefit costs using Option 2 and based on completed evaluations prior to
the Regular Council meeting of November 13, 2003 for both General Fund and Country
Club.
This item will be placed on the Regular Session agenda of November 13, 2003.
With no further business to come before Council, the meeting adjourned at 6:35 p.m.
