Mayor Manuel called the meeting to order at 8:15 p.m. All members of Council were present. All
members of staffwere present.
APPLICATION FOR SPECIAL PERMIT FOR SIMILAR USE
Discussion took place concerning an application for a Special Permit for a similar use by Nino Pastry
Factory, LLC to operate a retail bakery and 24-hour wholesale pastry repackaging/distribution business
located in Live Oak Plaza at 9249 Alternate AIA.
Mr. Knight reported the application describes the primary use as wholesaling of bakery goods,
repackaging and distribution to local restaurants and catering operations, with the secondary use being
retail sales of bakery products and Italian specialty items comprising approximately 10% of the
company's total sales. Mr. Knight reviewed language in Section 45-34 of the Village Code of Ordinances
regarding manufacturing or processing of products, and advised that the Village Attorney believes the
intent of the code is to prohibit the type of processing that would be similar to light manufacturing.
Mr. Knight stated the proposed use does not appear more intense than existing and permitted uses such
as retail furniture sales/distribution, restaurant, and retail bakery; however, parking could be an issue,
depending on the size and type of delivery vehicles.
Giuseppe Cangialosi, President of Nino Pastry Factory, LLC, was represented by his business partner,
Salvatore Randazzo. Discussion ensued on hours and days of operation, hours for shipping and
receiving, size of trucks, parking, and number of employees.
By consensus, Council moved this item to the February 10, 2011 Regular Session agenda, with the
following conditions: operating hours are 5:00 a.m. to 9:00 p.m. and may be seven days a week,
delivery hours are limited to 7:00 am to 7:00 p.m. with deliveries to be made at the rear of the building;
and no overnight vehicle parking.

® SCORE COUNSELORS TO AMERICA'S SMALL BUSINESSES
Adrian Salee, Chairman ofthe West Palm Beach Chapter of SCORE (Counselors to America's Small Business)
gave an overview of the SCORE program. Mr. Salee explained that SCORE is an affiliate of the Small
Business Administration and provides free business assistance in addition to offering business seminars.
The Village Council endorsed having a team of SCORE counselors work with Village Administration
regarding operations at the Country Club Restaurant. Council expressed interest in having SCORE
conduct a seminar or hold meetings with Village businesses. Mr. Knight reported that SCORE
representatives would attend the upcoming Business Forum on February 8, 2011 at the Country Club.

With no further business to come before the Council, the meeting adjourned at 8:54 p.m.
