2003-014 March 11, 2003 Election ResultsRESOLUTION 14 -2003 ) A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, DECLARING THE RESULTS OF THE GENERAL ELECTION HELD ON MARCH 11, 2003. WHEREAS, on the 11th day of March, 2003, a General Election was held in the Village of North Palm Beach, for the purpose of electing Councilmen to the Village Council for Groups 2 and 4, and for the purpose of approving amendments to the Village Charter. WHEREAS, by due resolution the following named persons were appointed inspectors, and clerks of said election: North Palm Beach Community Center - Precincts 1146, 1166 and 1158: Clerks Gayle Davis George Moore Inspectors Helen Flynn Diane Frazier Alexander Bradford Terry Bryan Marie Crown Ann Emmert Precinct Advisor Marilyn Ritz Faith Lutheran Church. Precinct 1154: Clerk Joyce Garberoglio Deputy William Heise Inspectors Margaret Willits Mrytle Restly Precinct Advisor Jean Bruce Council Chambers. Villaize Hall. Precinct 1168: Cleric Kathryn Dewalt Inspectors Patricia Boyer Margaret Klestinec Janet Hylton Precinct Advisor Jacqueline Epling Old Port Cove Recreation Room between the North and South Quay Buildings, Precinct 1152: Cleric & Precinct Advisor Virginia Powell Inspectors John Eyerman Alicia Didia Helen Murray North Palm Beach Country Club, Precincts 1148 and 1150: Clerk Claire Holland Inspectors Leila Siuda Helen Kohles Dorothy Costill Precinct Advisor Margaret Bradford Anchoraze Activities Building, Precinct 1186: Cleric Adele Baljay Inspector Valerie Edwards Nancy Domenico Precinct Advisor Joseph Pena WHEREAS, on March 11, 2003 said inspectors and clerks, after taking and subscribing their oaths in accordance with law, made their returns to the Village Council, which returns certified that the total count of ballots cast, including absentee ballots is1,252; WHEREAS, the Village Council has duly canvassed the returns of said General and Referendum Election and find that the returns of the inspectors and clerks of said election are true and correct tabulations of the votes cast; NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA: Section 1. The Village Council finds and declares that the following are the results of the General Election for March 11, 2003: For Village Councilman, Group 2: Manny Grinn 309 Charles R. O'Meilia 943 For Village Councilman, Group 4: David Norris unopposed Section 2. That the following candidates are hereby declared to be elected to the respective offices as follows: For Village Councilman, Group 2: Charles R. O'Meilia For Village Councilman, Group 4:: David B. Norris Section 3. The Village Council finds and declares that the following are the results of the referendum election held March 11, 2003: 2 (1) Charter Amendment #1 adding a Vision Statement. for approval 1,034 against approval 199 (2) Charter Amendment #2 increasing terms of Council members from two (2) years to three (3) years commencing with the election of March, 2004. for approval 462 against approval 786 (3) Charter Amendment #3 providing a procedure for filling Council vacancies when there are no candidates for office. for approval 1,045 against approval 188 (4) Charter Amendment 44 providing forty -eight (48) hours notice to each Council member and the public of special meetings whenever practicable. for approval against approval 1,138 107 (5) Charter Amendment #5 extending the time for the Village Clerk to complete a certificate of sufficiency for a referendum petition to twenty (20) days, and changing the Notice to petitioner's committee on initiative or referendum petitions to certified mail, return receipt requested. for approval 978 against approval 255 (6) Charter Amendment #6 deleting references to improvements and structures on Village -owned property used for parks or recreation, and additional provisions to enhance its readability. for approval 901 against approval 341 (7) Charter Amendment #7 prohibiting contracting to third parties the management of the Public Safety Police, Fire or Emergency Medical Services Divisions, the Public Services Department Administration, Building, or Sanitation Divisions, Finance Department, Recreation Department or Library without a four -fifths vote of the Village Council and approval of two - thirds of the Village electors at a referendum election. for approval against approval 1,058 184 (8) Charter Amendment #8 providing a procedure for appointment and removal, compensation and procedure to fill vacancy in office of Clerk. for approval against approval 3 1,001 237 (9) Charter Amendment #9 deleting reference to form and content of election ballots. for approval 1,061 l against approval 173 (10) Charter Amendment # 10 adding a definition for gender. for approval 1,098 against approval 148 Section 4.
